In January 2026, footage of violent raids by US Immigration and Customs Enforcement (ICE) in Minneapolis spread around the world. Filmmakers Rachel Lauren Mueller and Laura Poitras—who won an Oscar for Citizenfour (2014), her film about whistleblower Edward Snowden—filmed on-the-ground and collected footage from witnesses, victims, and other residents who resisted.
A volunteer resistance organization sets up a software system using citizen reports to map ICE’s movements. The violence perpetrated by ICE comes chillingly close in the many recordings from dashcams, bodycams, and smartphones. Migrants are taken away in handcuffs in anonymous, blacked-out vans, while protesting bystanders are kept at a distance with tear gas and charges. One of the victims, identified by the pseudonym Edén Villa, barricades himself in the trunk of his own car to get to work. Against the backdrop of a snow-covered city, the powerlessness of ordinary citizens and the brutal disregard for human rights become acutely palpable.
